ECZ not sincere on delimitation – Katele

By Adrian Mwanza

FORMER Home Affairs minister Dr Katele Kalumba has said the Electoral Commission of Zambia (ECZ) is not being sincere about the current delimitation process.

In an interview with The Mast Dr Kalumba said he was disappointed in the manner they were conducting the meetings in districts over the delimitation process because the time was very limited.

“There is no way such an important process could be subjected to just a single day  rather than giving it ample time,” he said.

Dr Kalumba said it was clear that the whole process was predetermined and the consultation meetings were just a formality.

He said the process was shrouded in secrecy as it was not publicised and even before Bill 7 was passed.

Dr Kalumba said there was no need to pretend that they were following procedure when they had predetermined and knew which constituencies would be divided.

“Imagine Chienge has been divided into two constituencies and I’m just disappointed because the time frame is just too short for such an important project,” he said.

Dr Kalumba said he was disappointed because the United Party for National Development (UPND) was eroding good governance which it fought for in 1990.

Dr Kalumba said the current government was not considering the people of Zambia and their concern was just to maintain power.

He said the person advising president Hakainde Hichilema was not doing justice because he was not considering the masses.
