Man in court over cannabis scones

SELLING members of the public scones allegedly laced with marijuana has landed a 31-year-old Lusaka man in court.
Frank Kandula, of Ibex Meanwood, is facing a charge of trafficking in psychotropic substances.
The allegation is that Kandula, on June 3 trafficked in psychotropic substances, namely 800 grams of marijuana, a herbal product of cannabis, without lawful authority in Lusaka.
When the matter came up for plea before Lusaka resident magistrate Mutinta Mwenya, Kandula pleaded not guilty to the charge.
The court adjourned the case to August 22 for trial.
Kandula was apprehended and detained by the Drug Enforcement Commission (DEC) for allegedly baking scones laced with marijuana, after it was discovered that he was baking and selling scones with drugs.
At the time of his arrest, he was allegedly found with 33 scones laced with marijuana on June 3, 2025.
According to the indictment, Kandula could sell the scones to different places, especially to known friends in bars and nightclubs, and other unsuspecting patrons around Lusaka.
He had been arrested for a similar offence in 2022 when he was caught with 74 pan cakes laced with cannabis.
Kandula was convicted by a Lusaka magistrates court and sentenced to 12 months imprisonment which was, however, suspended.
