…Kambwili warns MPs not to vote for Bill 7

FORMER minister and founding member of the Patriotic Front (PF) Chishimba Kambwili has warned that members of Parliament (MPs) and other people supporting the illegal Bill 7 will be jailed in future.
Speaking in a live statement on Facebook yesterday, Kambwili warned the MPs supporting the controversial bill they would all be arrested and prosecuted after the change of government next year.
He said when the government changed in 2026, anybody involved in the illegal Bill 7 process and its illegal funding would go to jail for stealing from the people and contempt of court for defying the orders of the Constitutional Court.
“And I want to be candid about this. When the government changes, whoever is going to be involved in passing Bill 7 will be arrested. Whatever provisions are in Bill 7 will be declared null and void,” Kambwili said.
Kambwili, a former MP for Roan Constituency in Luanshya, said those supporting Bill 7 were potential convicts because the whole process had already been declared illegal by the Constitutional Court.
He warned the MPs from both the ruling United Party for National Development (UPND) and the opposition against being deceived that the increase in the number of constituencies would give them a chance to return to Parliament.
“My dear brothers and sisters, if you belong to a constituency that will be created out of Bill 7, just know that it will be nullified once [there is] the change of government next year in 2026 because we cannot degenerate into a country of lawlessness,” Kambwili said.
He said the Constitutional Court had declared Bill 7 null and void and it was criminal to resurrect it in Parliament.
“No matter how the MPs will try to massage it, it will be nullified,” Kambwili said.
He warned MPs not to vote for the illegal Bill 7 saying leadership should be able to listen to dissenting views.
“I want to appeal to you in earnest that please, stay away from Bill 7. It’s an anarchy declared by the Constitutional Court. If you are going to vote for Bill 10 [7] and pass Bill 10 [7] to become law, I can assure you that you will all be arrested after the change of government,” Kambwili said.
He said the country was in serious problems because when Hichilema makes a decision nobody, including God, could correct him.
“This is unfortunate. Some of us warned that our brother, President Hakainde Hichilema, we don’t hate him, but he’s a very difficult person to work with because he’s a one-way traffic person. Once he makes a decision, nobody, including God, can correct him,” Kambwili said.
Government has taken the Constitution of Zambia (Amendment) Bill No 7 of 2025, known as Bill 7, despite opposition from key stakeholders, including the law fraternity, the church, civil society and traditional leaders.
The Constitutional Court declared its foundation unconstitutional and therefore illegal for failing to meet the threshold of wide consultation with the people, and ordered that the process be started afresh driven by the people.
